TL;DR: getting film photography recognized as a Cultural Heritage at the national level in Germany is a necessary step to get it recognition as a UNESCO Cultural Heritage.
I suppose it would’ve been even better if the French had done it since a Frenchman invented it, but I suppose there’s nothing stopping France from doing it also and that would probably help the UNESCO bid.
